The ElastoDyn Azimuth output is defined relative to ElastoDyn input AzimB1Up, which sounds like it is set to 0deg for your model.
In AeroDyn, the local blade azimuth angle (B1Azimuth, etc.) is defined based on how the rotor disk-averaged relative velocity projects onto the disk (based on the skew angle between the rotor axis and inflow) rather than some rigid-body rotation of the rotor.
